Bylaws & Policy and Procedures

Each local PTA or PTSA is a self-governing unit, with the structure and specific regulations prescribed in bylaws that the members have adopted.

The bylaws are the “final word” in any dispute. They may not be suspended even by unanimous vote.

Iowa PTA Standards of Affiliation require that local unit bylaws be revised and submitted for approval every three years. If no revisions are required,

bylaws must still be submitted every three years for approval. Please contact the office for questions about your units bylaws or the renewal process.

It is suggested that local unit leaders adopt a Policy and Procedure (P&P) Manual. This would be approved by the Board of Managers or Executive Committee and should be reviewed annually at a minimum. We have provided a sample P&P Manual below, but remember your PTA unit should make the P&P meet the needs of your unit. The P&P is used as a guidelineto further clarify the Bylaws and activities of the PTA; however, the bylaws are the governing document and supercede the P&P. The P&P and Bylaws must not conflict.
